Through this initiative, the ISO will update and clarify a number of policies related to generator interconnection contracts. These changes include the topics of: ISO as an affected system language and pro forma agreement, clarify and expand retirement and repower language, aligning modification timelines among the various study processes, allow asynchronous projects to convert to 100% storage, revise the droop and dead-band for asynchronous generators, and adjust the effective date of the Generator Interconnection Study Process Agreement. The policy updates will impact Tariff section 25, Appendix DD, Appendix U, Appendix EE, and Appendix FF.

Outcome:  Through the stakeholder process, the ISO updated policies related to generator interconnection contracts and developed a process for conducting affected system studies and mitigating impacts on the California ISO grid. The ISO filed tariff amendments outlining five distinct sets of revisions to the generator interconnection procedures and related pro forma agreements in the Open Access Transmission Tariff, which was accepted by FERC on March 25, 2022.
