Dispatch operating target tariff clarification

The ISO proposed business practice manual changes in 2017 to clarify when eligible intermittent resources are allowed to generate as capable and when they must follow their dispatch operating targets. Through this initiative the ISO will make tariff changes that clarify the existing policy, more accurately define dispatch operating target (DOT) and dispatch operating point (DOP), and conform to NERC COM 002-4 on the issuance of Operating Instructions.

Outcome: The ISO implemented the Dispatch Operating Target (DOT) tariff clarification on Feb. 1, 2021. This initiative allows Energy Intermittent Resources to automate their response to operational instructions that require the resource not to exceed their DOT.  The ISO also proposed and made changes to business practice manuals to clarify when eligible intermittent resources would be allowed to generate as capable and when they must follow their dispatch operating targets. Through this initiative the ISO also made tariff changes that clarify the existing policy, more accurately, define dispatch operating target and dispatch operating point and conform to NERC COM 002-4 on the issuance of Operating Instructions. This initiative improves reliability during stressed system conditions.
