This initiative combines tariff changes from two separate initiatives, the Effective Flexible Capacity (EFC) Value for Proxy Demand Resources (PDRs) and Slow Demand Response (DR) initiatives. The EFC Value for PDRs initiative reconciled the tariff and business practices for setting PDRs' EFC values. The Slow DR project was initiated after a Busines Practice Manual appeals process, in which the CAISO committed to operationalizing “slow DR” resources (those that cannot fully respond within 20 minutes post-contingency), such that they can be useful as a local Resource Adequacy resource satisfying NERC standards and the CAISO tariff for maximum manual adjustment time of 30 minutes after a first contingency event to prepare the system for a subsequent contingency. This was based on operational experience, as the CAISO determined that its operators need 10 minutes to identify the contingency and assess the problem, identify a solution, and then redispatch the system, which means full resource response must occur within 20 minutes postcontingency. Because slow PDRs cannot respond within 20 minutes post-contingency, the CAISO must dispatch them prior to a contingency (or pre-contingency). to ensure the system can be repositioned within 30 minutes after the potential contingency event.
