This initiative is focused on evaluating the initial deposits required from, and total cost responsibility assigned to, each project sponsor that submits project proposals to be evaluated in the Transmission Planning Process Phase 3 competitive solicitation process. This initiative intends to consider alternatives to the existing $75,000 initial deposit and $150,000 maximum cost exposure cap for each project proposal that is submitted. The existing cost structure has been in place since 2014, and with inflation combined with more complicated projects being considered for competitive solicitation, the ISO anticipates the current cost exposure cap will not be sufficient to cover evaluations in the future.
