Idaho Power appreciates the opportunity to provide comments on CAISO’s cost-of-service study update and draft tariff language.  CAISO’s 2023 cost-of-service study includes a proposal for an EDAM transitional load ramp-in period that will provide for incremental costs for WEIM entities extending participation to the EDAM.  This ramp-in approach for the EDAM Administrative Charge will gradually increase year over year.  

Idaho Power is supportive of the CAISO’s ramp-in approach and believes it appropriately balances the benefits and burdens of participation in EDAM.  Participants will face significant internal start-up costs for day ahead market participation, in addition to up-front contributions to the CAISO EDAM start-up costs. This phased approach offsets some of the financial burden early participants in EDAM will encounter and supports the growth of and participation in EDAM.  The Grid Management Charge (GMC) is one of the most significant charges for prospective EDAM participants and broad participation in EDAM will reduce the GMC for all CAISO market participants.  The phased in approach is a reasonable way to effectively balance the costs and benefits of participation in EDAM.  Idaho Power support CAISO’s ramp-in proposal.
