Explore enhancements to energy storage market design, modeling, and processes. Efforts are organized into four topic groups:
(1) Outage management: Enhance ISO business practices and systems to better reflect the unique characteristics of battery storage resources and their impacts on outages and operational capabilities.
(2) Uplift and Default Energy Bids: Reform energy storage bid cost recovery provisions and default energy bids. Bid cost recovery, also referred to as uplift, is the additional payment to resources to ensure compensation for applicable costs when the revenues from following market dispatch are insufficient. Default energy bids are previously agreed upon bids that the ISO may use to limit the ability of local market power to affect market outcomes.
(3) State-of-Charge management: Consider enhancements to the tools available to scheduling coordinators and the ISO to manage the state-of-charge of storage resources.
(4) Mixed fuel and distribution-level resources: Improve ISO business and modeling practices regarding mixed-fuel configurations. Mixed-fuel configurations are generation facilities with multiple technologies, participating as a hybrid resource or co-located resources.
