OUTCOME: The California ISO activated flexible ramping product refinements (FRP) for deliverability and flexible ramping requirements enhancements on Feb. 1, 2023. FRP refinements for deliverability and flexible ramping requirement enhancements benefit market participants by considering locational constraints when procuring the FRP to ensure nodal procurement of FRP energy and flexible ramp awards are transmission feasible, by more accurately pricing individual resources’ flexible ramp capacity, and by improving the efficiency of calculation of FRP requirements in the real time markets used in the FRP securing of additional ramping capability that can be dispatched in the subsequent market runs to cover uncertainty in forecasted net load.
